Is it possible to design a garden for a steeply sloping site that can echo its past as a productive garden but say something new at the same time?

Inspired by the wooded cliffs in the cove, the planting is laid out with a series of informal hedges that act as both windbreak and soil retainers.  These hedges form shapes that mimic the strata of the rock formations beyond with ephemeral plantings of grasses and perennials, washing through the garden in the constant breeze much like the tide of the
sea below.
